Do designers need a complete tech pack before starting OEM/ODM development?

A complete tech pack is helpful, but it is not always required at the very beginning. Designers can often start with sketches, reference photos, fabric ideas, measurements, artwork, or an existing sample. The manufacturer can then help organize the information into a clearer production direction.

For better sample accuracy, designers should prepare details such as product category, fit preference, fabric type, color, size range, logo placement, printing or embroidery method, trims, labels, packaging, and target order quantity. The clearer the information, the easier it is to control sample cost, development time, and bulk production quality.
